William “Bill” Engelbrecht’s main area of responsibility is to act as council parliamentarian. He is knowledgeable in Robert’s Rules of Order and Methods of Conducting a Council Meeting. He may seek legal assistance from the state advocate, should issues arise. The advocate will take on additional responsibilities as the council deems necessary.
